The international order is changing: the growing rivalry between the United States and China, trade and financial tensions, armed conflicts, rising military spending, and the weakening of international institutions and norms are transforming the global landscape. At the same time, democracy faces challenges across various regions of the world. The result is growing uncertainty, with geopolitical tensions having direct consequences on citizens' daily lives.

Latin America and Europe face this context from different realities, but with shared concerns. In both regions, polarizing visions and the rise of populist and far-right forces are eroding consensuses and political dynamics that, until recently, seemed firmly established.
