Andrea C. Bianculli

Andrea C. Bianculli is an Associate Professor at the Institut Barcelona d’Estudis Internacionals (IBEI). Her research explores the intersections of governance, regulation, and development from a comparative, regional, and multilevel perspective, with a particular focus on Latin America and Europe.
Previously, she was an Assistant Professor and Juan de la Cierva-Incorporación Fellow at IBEI and held a Postdoctoral Fellowship at the Research College The Transformative Power of Europe at Freie Universität Berlin. She also worked as a researcher at the Facultad Latinoamericana de Ciencias Sociales (FLACSO) in Argentina.
Andrea is the author of Negotiating Trade Liberalization in Argentina and Chile: When Policy Creates Politics (Routledge, 2017) and co-editor of Regional Organizations and Social Policy in Europe and Latin America: A Space for Social Citizenship? (Palgrave, 2016, with Andrea Ribeiro Hoffmann)
and Accountability and Regulatory Governance: Audiences, Controls, and Responsibilities in the Politics of Regulation (Palgrave, 2015, with Xavier Fernández-i-Marín and Jacint Jordana). Her work has been published in leading academic journals, including Administration & Society, Global Public Health, Global Social Policy, Journal of European Social Policy, Politics and Governance, and Regulation & Governance.
She currently leads the project Rethinking the Fundamentals of Regions and Interregionalism: The European Union and Latin America through the Lenses of Regional Regulatory Governance (Reg-EULAC), examining the evolving dynamics of regional governance between the EU and Latin America.
She is also the Project Coordinator of the LAC-EU doctoral network, ‘Understanding Latin American Challenges in the 21st Century’.
Jacint Jordana is a Professor of Political Science and Administration at Universitat Pompeu Fabra (UPF) and an ICREA Academia researcher. From 2004 to 2024, he served as Director of the Institut Barcelona d'Estudis Internacionals (IBEI) and currently holds the position of President.
In addition to his roles at IBEI, he is a member of the Scientific Advisory Board of the Barcelona City Council, an Associate Researcher at the Sciences Po Center for European Studies and Comparative Politics, and a member of the Board of Trustees of the Barcelona Centre for International Affairs (CIDOB).
His research focuses on comparative public policies from a multilevel perspective, with a particular emphasis on regulatory policies and their specialized institutions. His recent publications include Policy Analysis in Spain (Policy Press, 2022), co-edited with Laura Chaqués-Bonafont; Linguistic Claims and Political Conflicts (Routledge, 2021), co-authored with Andrea Bianculli and Mónica Ferrín; and Barcelona, Madrid y el Estado (Catarata, 2019).
Previously, he served as the academic coordinator of the European project GLOBE (Horizon 2020), which examined emerging trends and scenarios in global governance and the role of the European Union. He is currently the Network Coordinator of the Jean Monnet Network, EU-VALUES.

Adam Holesch
EULAS Network Project Manager -Institut Barcelona d'Estudis Internacionals (IBEI)
Adam Holesch is the Network Manager of the Jean Monnet Network, EU-VALUES, at the Institut Barcelona d’Estudis Internacionals (IBEI). His research focuses on European politics through the lens of multilevel governance, with particular attention to democratic backsliding, regionalism, and global governance.
He has been a visiting scholar at the European University Institute (EUI) in Fiesole, Central European University (CEU) in Budapest/Vienna, and Queen’s University in Kingston, Canada.
His work has been published in leading academic journals, including West European Politics, Journal of European Integration, Territory, Politics and Governance, Acta Politica, East European Politics, and Global Governance.
He is the Project Coordinator for the Network on Europe-Africa Relations - Education and Research (NEAR-ER). He is also a researcher and key contact person for the EU Research and Education Network on Europe in the World (EU-RENEW) and the EU-VALUES project, as well as a coordinator and researcher for Bridging the Gaps in Evidence, Regulation and Impact of Anti Corruption Policies (BRIDGEGAP).
Benedicte Bull
EULAS Network Partner - University of Oslo, Norway
Benedicte Bull is a Professor at the Centre for Development and the Environment (SUM), University of Oslo. She previously served as leader of the Oslo Academy of Global Governance (2015–2020) and the Norwegian Latin America Research Network (NorLARNet) (2008–2020), and currently chairs the board of the Nordic Institute for Latin America Studies (NILAS).
In addition to her academic roles, she is a guest lecturer at the Instituto de Iberoamérica, Universidad de Salamanca, and collaborates with institutions including the Norwegian Institute for International Affairs (NUPI), the Centre for the Study and Documentation of Latin America (CEDLA), and the Universidad Nacional, Costa Rica (UNA).
Her research focuses on the role of elites in development, democracy, and global governance, particularly in Latin America. She has examined transnational business networks, environmental governance, the political economy of Venezuela’s collapse, and China’s expanding influence in the region. Her work explores how domestic and international institutions can be shaped to promote democratic, equitable, and sustainable development.
Previously, she held positions as a consultant for the Inter-American Development Bank, a guest researcher at FLACSO Chile, and a senior research fellow at SUM. She was awarded the University of Oslo’s Research Communication Prize (2018) and H.M. King Olav’s Gold Medal (2003).
Axel Marx
EULAS Network Parner - KU Leuven, Belgium
Axel Marx is Deputy Director of the Leuven Centre for Global Governance Studies at KU Leuven, a multidisciplinary research centre recognized as a KU Leuven Centre of Excellence and a Jean Monnet Centre of Excellence. He has coordinated more than 80 research projects and regularly advises international institutions on global governance and sustainability policy.
In addition to his leadership at the Centre, he serves as co-chair of the Academic Advisory Council of the United Nations Forum on Sustainability Standards, sits on the Evidensia Research Council and the ILO Labour Provisions in Trade Agreements Hub, and is affiliated with the Jean Monnet Centre of Excellence on Business and Human Rights at FECAP Business School in Brazil.
His research focuses on voluntary sustainability standards, sustainable trade, labour and human rights, EU trade policy, and global governance mechanisms. His work has appeared in over 200 publications across major international journals, and he has co-edited volumes including Global Governance of Labor Rights and the Research Handbook on Global Governance, Business and Human Rights.
Previously, he has taught at universities in Europe and China, developed MOOCs on sustainability governance through EdX, and consulted for organizations such as the European Commission, World Bank, UN agencies, and national governments.
Andrea Ribeiro Hoffmann
EULAS Network Partner - Pontifical Catholic University of Rio de Janeiro, Brazil (IRI/PUC-Rio)
Andrea Ribeiro Hoffmann is Associate Professor at the Institute of International Relations at the Pontifical Catholic University of Rio de Janeiro (IRI/PUC-Rio) and a collaborator professor at the Federal University of Latin American Integration (UNILA). She currently holds research productivity scholarships from Brazil’s National Council for Scientific and Technological Development (CNPq) and the Rio de Janeiro State Research Foundation (FAPERJ).
In addition to her academic appointments, she is a visiting research fellow at UNU-CRIS within the Regions and Cities Governance Lab, where she works on green politics and policies in the EU and Latin American regional organizations. She is a former coordinator of the Jean Monnet Network "Crisis-Equity-Democracy for Europe and Latin America," a member of the GRIDALE network on Latin American and European integration, and a researcher at the Latin American Institute to Multilateralism.
Her research focuses on regional integration, interregional relations, global governance, and international political economy, with a special emphasis on Latin America and Europe. She has published extensively on MERCOSUR, EU–Latin America relations, access to medicines, and regional development, including recent articles in International Affairs, Global Public Health, and the Journal of Contemporary European Studies.
Previously, she has worked as a consultant for institutions such as the Inter-American Development Bank, the European Commission, Bertelsmann Stiftung, and the Ford Foundation.
María Victoria Alvarez
EULAS Network Partner - The National University of Rosario, Argentina (UNR)
María Victoria Alvarez is Professor of International Relations at the National University of Rosario (UNR), Argentina, where she also teaches in the Master’s Program in Integration and International Cooperation and the PhD Program in International Relations. She holds a Jean Monnet Chair (2022–) and serves as Director of the European Union Study Group at the Faculty of Political Science and International Relations at UNR.
In addition to her roles at UNR, she has been a visiting professor at the Autonomous University of Madrid, Sciences Po Paris, the University of Pittsburgh’s Jean Monnet Centre of Excellence, and the Federal University of Paraná, Brazil. She also coordinates the working group “The Future of the European Union: Opportunities and Challenges” within the GRIDALE network on Latin American and European regionalism.
Her research focuses on European integration, Latin American regionalism, and comparative regionalism, with a particular interest in EU–Latin America relations, the European Parliament, EU institutions, and Euroscepticism. She has held degrees from the National University of Rosario, Katholieke Universiteit Leuven, Université Paris I – Panthéon Sorbonne, and the Fundación Ortega y Gasset in Spain.
Régis Dandoy
The University of San Francisco de Quito, Ecuador (USFQ)
Régis Dandoy is Professor of Political Science and Director of the Center for European Studies at Universidad San Francisco de Quito (Ecuador), where his research focuses on comparative federalism, regionalism, sub-national institutions, and multi-level governance. He also holds positions as Associate Research Fellow at the United Nations University Institute on Comparative Regional Integration Studies (UNU-CRIS), Guest Lecturer at Université Libre de Bruxelles (Belgium), and Adjunct Researcher at Waseda University (Japan).
He earned his PhD in Political Science from Université Libre de Bruxelles and has held postdoctoral appointments in Japan, Switzerland, and Ecuador. Prior to his current roles, he served as Senior Research Fellow at the University of Louvain and Ghent University, and as Associate Professor at Waseda University.
Dandoy’s work spans electoral processes and digital democracy, and he has actively participated in election observation missions across Latin America and Asia. He also advises governments on election management. He currently holds a Jean Monnet Chair focused on the role of EU electoral observation missions in third countries. His scholarly output includes numerous journal articles and edited volumes addressing elections and governance in Europe and beyond.

José Victor Ferro holds a bachelor’s and licentiate degree in social sciences from the University of São Paulo (USP) - with an exchange period at Sciences Po Paris. He also holds a master's degree in Latin American Studies through the LAGLOBE (Latin
America and Europe in Global World) program, a triple degree offered by Stockholm University, Universidad de Salamanca, and Université Paris 3 - Sorbonne-Nouvelle,
with instruction in Spanish, English, and French. Given its status as an Erasmus Mundus Joint Master's degree, He was granted a scholarship from the European
Commission within the program's framework. Professionally, he has experience in project management, international cooperation
(trade and political-institutional relations), academic research, and teaching. His international work experiences were at diplomatic institutions (Embajada de Uruguay para Suecia, Dinamarca, Noruega e Islandia) and multilateral organizations (Fundación
EU-LAC).He is the EULAS Network Research Assistant at IBEI. He is also a member of the inter-university research and study group Observatory of Regionalism (Observatório de Regionalismo-ODR), contributing to its studies and blog articles. His research interests are foreign policy, trade, political economy, and regionalism. In his master’s thesis from Stockholm University, he worked with development models and Brazilian and Argentinian foreign policy towards the EU-Mercosur negotiations.
Emily Jones works on EU foreign policy and external action through her role in the EU-VALUES Jean Monnet Network and currently with the EULAS Network. Her focus spans strategic communications, research dissemination, and public engagement across both academic and policy communities.
She holds a Master’s in International Development from IBEI and brings over a decade of experience in marketing and communications, brand-building, fundraising, and research for universities, NGOs, and international networks.
Emily has contributed to a range of initiatives on democratic governance, international cooperation, and regional integration. Notably, she served as a Research Assistant on the European Commission’s Horizon 2020 project “Global Governance and the European Union: Future Trends and Scenarios” (GLOBE).
